溢饮
Literal
溢 to overflow, a vessel running over (《說文》: 器滿也); 飲 to drink, and so what is drunk and has not gone away (《說文》: 歠也). Fluid drunk in excess that has overflowed its place.
Shuowen
《說文解字》:溢,器滿也(段注:引申為泛溢、溢出);飲,歠也(段注:引申為飲料、水飲之邪)。

In brief

Chapter 17’s account of what happens when a man drinks heavily while very thirsty: the fluid does not stay in the stomach and intestines but passes easily into the space between the flesh and the skin, and that is 溢飲. The chapter’s reason for discussing it here is diagnostic: a liver pulse that is soft and scattered, with a complexion that is still glossy, points to overflow rheum rather than to injury — where a hard and long liver pulse with a complexion that is not green points to blood collected under the flanks from a fall.

If the liver pulse is beating hard and long and the complexion is not green, the illness will be a fall or a blow, because blood has collected below the flanks, causing panting and counterflow. If it is soft and scattered and the complexion is glossy, the illness will be overflow rheum: when one is very thirsty and drinks heavily, the fluid easily passes into the space between the flesh and skin and outside the stomach and intestines.
本篇以肝脈辨二證:搏堅而長而色不青者,為墜墮擊搏、血在脅下;耎而散而色澤者,為溢飲。溢飲之起,由於渴暴多飲,水不入於腸胃而「易入肌皮腸胃之外」。

How it has been translated

Every rendering below is a decision about which reader is being addressed. There is no neutral option.

Common Englishfluid retention, or spreading rheumModern clinical Chinese writing on 飲 usually says fluid retention.
This siteoverflow rheum溢 is 器滿, a vessel running over — the picture is of a container that could not hold what was poured into it, which is exactly the chapter's account: 渴暴多飲, a great draught taken suddenly, and the fluid then 易入肌皮腸胃之外, easily passing outside where it belongs. Rheum rather than retention because 飲 names the fluid itself; retention names what failed to happen to it, which is one step further from the word.
