Pinyin
yì yáng
Simplified
溢阳
Literal
溢 yì — to overflow, water going beyond its vessel; 陽 yáng — the yang pulse, here the neck pulse. Four times the wrist pulse is more than the vessel holds.
Shuowen
《說文》:溢,器滿也。「溢陽」本篇2見,「溢陰」2見,「陰陽俱溢」1見,三目相承,皆以人迎、脉口四倍為斷。

In brief

The state in which the neck pulse is four times the wrist pulse and both large and rapid: 人迎四盛,且大且數,名曰溢陽,溢陽爲外格 — overflowing yang is outer obstruction. The image is of water that has left its channel: the excess is not strength but a failure of containment, and the treatment is to open what is blocked rather than to add anything.
