Literal
歲 suì — the year, and in the 運氣 chapters the circuit that governs it (《說文》: 歲,木星也;越歷二十八宿,宣徧陰陽,十二月一次); 星 xīng — a star (《說文》: 星,萬物之精,上為列星). The graph 歲 is itself the old name of Jupiter: it steps through the twenty-eight lodges and returns once in twelve years, and so it became the year. 歲星 is therefore the year-star, the planet of wood and of the east, and the one the chapter names whenever the wood circuit moves — in surplus, in falling short, and again when revenge comes.

In brief

The planet Jupiter, the star of wood and of the east, and the one this chapter names when the wood circuit moves. Its name is the year: the planet steps through the lodges and returns in twelve years, and 歲 came to mean the year itself. In the ten tables of the chapter each circuit closes with 上應 and a star, and wood answers to this one — in surplus (歲木太過…上應歲星), in falling short (歲土不及…上應歲星), and again when revenge comes and the wind rises (復則大風暴發…

Huang Di said: as for the transformation of the five circuits, what is it like when there is surplus? Qi Bo said: in a year of wood in surplus, the qi of wind spreads and moves and the earth of the spleen receives evil; the people are ill with gruel diarrhoea and diminished eating, a heavy body and freting oppression, rumbling in the bowels and fullness propping the abdomen; it answers above to Jupiter. If it is severe they are dazed and quick to anger, dizzy and veiled, with illness at the crown; the qi of transformation does not govern and the qi of growth rules alone, clouds and things fly and move, plants and trees are not at rest and are even shaken bare, and there is counterflow pain in the flanks and severe vomiting. Where Chongyang is cut off there is death and no cure; it answers above to Venus.

The Emperor says: the five viscera answer to the four seasons — does each have what it receives and takes in? Qi Bo says: they do. The east is the blue-green colour; it enters and communicates with the liver. It opens into the eyes and stores its essence in the liver; its disease breaks forth as fright and terror. Its flavour is sour, its class grass and trees, its domestic animal the fowl, its grain wheat. Answering to the four seasons, above it is the Year Star; hence the qi of spring is in the head. Its note is jue, its number eight; hence one knows the disease is in the sinews. Its odour is rancid.

All these, the governance of ceasing yin governing the heaven: the qi transformation runs behind heaven; and in the years that are the same as upright, the qi transformation runs with heaven. The qi of heaven is troubled, the qi of earth upright; wind arises high and far and scorching heat follows it; clouds hasten to the rain storehouse; the damp transformation moves; wind and fire join in virtue; above it answers to Jupiter and Mars. Its governance is bending, its command swift; its grain is the blue-green and the cinnabar; its intercalary grain is said to be the one that is over; what it consumes is the patterned-horned and the feathered. Wind, dryness, fire and heat arise again and again in prevalence and revenge; the hibernating creatures come out and running water does not freeze. Heat disease moves below, wind disease above, and the prevalence and revenge of wind and dryness take shape in the middle.
